I think the best way to develop characters is first to give them a fatal flaw, something they have to overcome within themselves to achieve their overall goal. The true reality is nobody goes from point A to point B easily, so the protagonist has to face many challenges that test their fatal flaw. Of course, most of the time, the protagonist will fail, but by the end of Act 2, they realize what they must do to achieve their goal.
